Q: Who is The Trust?
A: Trust Members are owners of The Trust, not just customers. They have the opportunity to participate in making the decisions that affect their premium and coverage. By choosing to be part of the Board of Trustees or other action committees, Member input makes a difference. Because The Trust is Member owned and operated, Trust funds belong to its entities. The Investment and Audit Committee, along with the Board of Trustees, take an active role in setting sound conservative financial policy. Underwriting, investment practice, and operating budgets are reviewed closely by appropriate committees. All policy decisions are approved by a Member elected board. Starting with six founding Members, The Trust has flourished to include 110 public entities. Current Trust owners are:

Q: What is The Trust?
A: "The Rhode Island Interlocal Risk Management Trust is Member owned and managed, providing highest value risk management service opportunities to Rhode Island public entities and the people they serve." - Mission Statement
The Trust defends and pays claims just like any other insurance provider does. But unlike any other insurance provider, The Trust is committed to helping its Members prevent those claims in the first place. Acting as a partner in risk management, The Trust's Loss Prevention Department works hand-in-hand with its Members targeting problem areas and developing effective solutions to help minimize potential claims. A variety of special programs, seminars and training sessions are regularly offered as new Member needs are identified. Together with its Members, The Trust has proven that effective risk management works in reducing claims.


Q: When was The Trust formed?
A: The Trust began as an innovative idea in the minds of a small group of local elected officials and government chief executives associated with the RI League of Cities and Towns in response to the changing insurance market. Local government was facing a crisis in finding reasonably priced insurance coverage, if any at all. Many commercial insurers were struggling financially, refusing to pay claims. American Universal went bankrupt leaving one large school district with virtually no protection or recourse. Workers' Compensation insurers fled the state, abandoning RI municipalities. Founding municipalities that included Cranston, Cumberland, East Providence, Foster, Warwick, and Woonsocket provided the framework through which local municipalities and schools could jointly self-insure risks arising from liability, property and workers' compensation exposures. After its inception in July 1986, The Trust quickly became the insurer of choice among RI's public entities.

Q: How does The Trust operate?
Trust governance is a team effort that combines staff, service providers and Members working together under the leadership of its Board of Trustees and supporting Committees. The Board of Trustees who are drawn from every geographical area of the state are elected from the membership and balanced between municipal and school officials. Committees include both Trustees and other representatives from Member entities. The policies established by The Trust's Board provide the direction needed by the Committees, staff and service providers in their development of an effective risk management program.

Judicial Fairness for Rhode Island

Public Sector Coalition Planned to Champion Legislative Change

Acting as a catalyst for legislative change among Rhode Island public sector entities, The Trust is functioning as a resource in the development of an independent, broad-based public sector coalition that will work to promote amendments to current tort legislation to lessen governmental liability.
