Director of Risk Management Services

Schedule:    Full time
Exempt/Non-Exempt:    Exempt
Travel:    Travel within Rhode Island required

Department/Job Summary
The Risk Management Department provides specialized loss prevention programs and risk management services designed to address the unique and ever-evolving concerns and problems faced by local government.  We proactively assist in reducing claims which ultimately leads to lower premium levels. We offer specific safety training programs to all Trust Members and provide resources to address the prevention of property, liability, and workers' compensation losses. We assist our Members with developing safety policy statements, setting performance goals and developing internal Member Safety Committees.

Core Responsibilities

  • Establishes and promotes the maintenance of a safe, accident free, and healthy work environment for Trust Members.  Plans, organizes, and directs the Risk Management Services department and its programs; and performs a variety of technical tasks personally or through subordinates.

  • Plan, recommend, and administer The Trust’s goals, objectives, and policies necessary to provide risk management services to Members; prepare annual Loss Control Plan; implement and evaluate new or modified programs, systems, policies and procedures.

  • Prepare and administer the Risk Management Services’ budget; direct the forecast of needed funding for services; develop budget objectives.

  • Analyze and assess trends related to risk management; input data and develop spreadsheets and graphs for reports to analyze claims and incurred costs.

  • Coordinate and/or conduct the survey of physical sites and audit operational procedures of Members; provide advice and technical assistance regarding matters related to risk management, including safety procedures. Review and approve loss control audits and property survey reports.

  • Develop, promote and implement risk management awareness and educational programs and workshops to assist Members in reducing claims and injuries.

  • Prepare comprehensive reports, research, compile and analyze data for special projects and various reports; develop and maintain database for detailed listing of all Member exposures

  • Review contracts and agreements for language affecting risk management and loss control considerations; review documents to identify and rectify deficiencies, assure that insurance requirements are adequate and current.

  • Assist Executive Director in risk management and insurance areas, as assigned, including property valuations, risk management and control systems, underwriting concepts, marketing of The Trust, services and coverage to participants and prospects, responding to participant requests, and special projects.

  • Analyze and classify risks as to frequency and potential severity, and measure financial impact of risk on the pool.  Perform claims monitoring functions in relationship to risk management.

  • Formulate general safety policies and procedures to be followed in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations.

  • Participate in the investigation of accidents and injuries and assists in the preparation of material and evidence for use in adjudicating claims.

  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  

Qualifications

  • Bachelor’s degree in industrial safety, risk management/insurance, business, public administration or related field from a four-year college or university.

  • 10 years of progressively responsible work experience in loss control and risk management.

  • 10 years of experience in staff and department management.

  • Certifications desired:  Associate in Risk Management (ARM), Chartered Property Casualty Underwriter (CPCU) or Certified Safety Professional (CSP).
